About Green Jobs

Green Jobs are employment that contributes to preserving or restoring the quality of the environment, be it in the agriculture, industry, or services sector. Specifically, these are jobs that support the achievement of green benefits as defined in the Technical Guidelines.

Green jobs are decent jobs that are productive, respect the rights of workers, deliver a fair income, provide security in the workplace and social protection for families, and promote social dialogue.

The Green Jobs Assessment and Certification System (GJACS) provides a single, official mechanism for the Climate Change Commission to assess, recognize, and certify jobs, enterprises, and activities that meet the green criteria defined under the Technical Guidelines.

It establishes a transparent and consistent basis for recognizing green employment and qualifying enterprises toward the incentives provided under the law, subject to applicable certification and government requirements.

Republic Act No. 10771, also known as the Philippine Green Jobs Act, provides the legal framework for promoting the creation of green jobs and the adoption of sustainable practices across sectors. It defines green jobs, green benefits, and the incentives intended to encourage enterprises totransition toward greener operations.

The Climate Change Commission leads the assessment and certification of green jobs in accordance with the Act and its implementing rules and Technical Guidelines.

Green benefits refer to the positive environmental and social outcomes generated by green jobs and green economic activity. These may include reduced resource use and waste, lower emissions, improved energy and resource efficiency, healthier ecosystems, and decent work that supports workers and communities.

Enterprises, establishments, and organizations from across agriculture, industry, and the services sector that believe their jobs, products, services, or processes meet the green criteria under the Technical Guidelines may apply for assessment and certification.

Applicants must be duly registered and operating in the Philippines, with the relevant business registrations and permits in place, and able to demonstrate compliance with applicable environmental and labor regulations.

Green Jobs Certification is the official recognition granted by the Climate Change Commission to qualified applicants whose jobs, products, services, or processes satisfy the green criteria under the Technical Guidelines.

Certification is granted following assessment, evaluation, and approval through the processes defined by the Commission.

Applicants may pursue certification through one of the approaches defined in the Technical Guidelines:

The certification program may issue the following:

• Green Jobs Certificate — official recognition that the certified jobs, enterprise, or activity meets the green criteria under the Technical Guidelines.
• Certificate of Eligible R&D and Training Expense — recognition of qualifying research and development and training expenses covered under the program.
• Certificate of Eligible Capital Equipment Importation — recognition of qualifying capital equipment covered under the program.

The availability and issuance of each certificate type follows applicable certification and government requirements.

Certification is valid for a defined period in accordance with the Technical Guidelines. The validity period and any conditions for renewal shall be as provided in the Guidelines and reflected on the issued certificate.

The Green Jobs program involves coordination among relevant government agencies with roles defined under RA 10771 and its implementing rules, including those responsible for environment, labor, trade, science and technology, and finance. The Climate Change Commission leads assessment and certification, while incentive-related matters are administered by the respective agencies under the law.
